Mental Health, Addiction, and Dual Diagnosis Treatment in Agoura Hills, California
FOY Wellness and Recovery is a licensed partial hospitalization (PHP) and intensive outpatient (IOP) program in Agoura Hills, California for adults living with mental health conditions, substance use disorders, or both. Our team treats the whole person, because anxiety, trauma, depression, and addiction rarely exist in isolation.
Treatment is overseen by Clinical Director Dr. Shannon Dobbs, a licensed clinical psychologist, and combines evidence-based therapy with holistic practices. You attend structured sessions during the day or evening and return home afterward, so you can keep your life moving while you heal.
FOY is in-network with Blue Shield, Cigna, and TRICARE through TriWest, and we work with out-of-network PPO plans including Anthem, Aetna, Multiplan, HMC HealthWorks, and Blue Cross Blue Shield.

Mental Health Conditions We Treat
Our PHP and IOP programs support adults whose symptoms have not improved with weekly therapy or who need more structure than outpatient care provides.
- Anxiety Disorders: Generalized anxiety, panic disorder, social anxiety, and phobias. Treatment focuses on breaking cycles of worry and avoidance and calming the nervous system.
- ADHD: Adult attention-deficit/hyperactivity disorder, especially when it overlaps with anxiety, depression, or substance use.
- Bipolar Disorder: Bipolar I, bipolar II, and related mood conditions. Treatment emphasizes stability, routine, and recognizing early warning signs.
- Depression: Major depression and persistent depressive disorder. Treatment focuses on rebuilding routine, motivation, and healthier thinking patterns.
- OCD: Obsessive-compulsive disorder and related patterns of intrusive thoughts and compulsive behaviors.
- PTSD and Trauma: Post-traumatic stress and the lasting effects of trauma, including complex trauma. Care begins with safety and stabilization, and moves at your pace.
Each of these conditions can be treated on its own or alongside substance use. View all mental health conditions
Addiction and Substance Use Disorders We Treat
Addiction is a medical condition, and effective treatment looks at the whole person. FOY provides PHP and IOP care for adults with alcohol and drug use disorders.
- Alcohol use disorder
- Opioid use disorder
- Stimulant use disorder, including cocaine and methamphetamine
- Cannabis use disorder
- Benzodiazepine and prescription medication misuse
PHP and IOP are often a step down from detox or residential care, or a first level of care for adults who are medically stable and do not need 24 hour supervision. Anyone at risk of dangerous withdrawal may need medical detox first.
Dual Diagnosis and Co-Occurring Disorders
Many of our clients have both a mental health condition and a substance use disorder. A person may drink to quiet anxiety, use stimulants to manage ADHD or depression, or turn to substances to cope with trauma. Each condition can worsen the other, and treating only one often leads to relapse.
At FOY, dual diagnosis care means one assessment, one team, and one plan that addresses both conditions together. Evidence-based therapy, relapse prevention, and holistic practices work side by side.
Signs It May Be Time for PHP or IOP
PHP or IOP may be worth considering if:
- Weekly therapy has not been enough
- Anxiety, depression, or trauma symptoms are getting in the way of work or relationships
- You are drinking or using drugs to cope, or you have tried to cut back and could not
- You are stepping down from inpatient, detox, or residential care
- You want more support but need to stay at home, at work, or with family
If you are not sure what you are dealing with, that is common. A clinical assessment can help sort it out. You do not need a diagnosis to call.
Who We Serve
FOY serves adults 18 and older who are medically stable, have a safe place to live, and are able to attend treatment sessions in person. Our clients include:
- Professionals and parents who need treatment that fits around work and family
- Adults stepping down from a higher level of care
- People who have tried outpatient therapy and need more
- Individuals with both a mental health condition and a substance use disorder
- Military service members, veterans, and families with TRICARE coverage
Who may need a different level of care. PHP and IOP are not designed for acute psychiatric crisis, active suicidal intent, or situations that require 24 hour supervision or medical detox. If you are in crisis, call or text 988 or call 911. If you are unsure whether PHP or IOP is right, we will tell you honestly after your assessment.
Where our clients come from. Because treatment is attended in person, most clients come from Agoura Hills, Calabasas, Westlake Village, Thousand Oaks, the San Fernando Valley, and across Los Angeles and Ventura Counties. We also welcome adults from across the United States who can travel to Agoura Hills to attend treatment.
Insurance for Mental Health and Addiction Treatment
Cost is often the first question, so we answer it up front.
In-network: Blue Shield, Cigna, and TRICARE through TriWest. TRICARE typically requires prior authorization for PHP and IOP, and our admissions team helps with that process.
Out-of-network PPO: Anthem, Aetna, Multiplan, HMC HealthWorks, and Blue Cross Blue Shield. Many PPO plans reimburse part of PHP and IOP costs once your out-of-network deductible is met. We verify your benefits at no cost, explain your deductible, coinsurance, and out-of-pocket maximum, and handle prior authorization paperwork.
Federal parity law requires many plans to cover mental health and substance use treatment on terms comparable to medical care. See the U.S. Department of Labor overview.

Yes. Dual diagnosis treatment addresses both at once, with one team and one plan.
What is the difference between PHP and IOP?
PHP involves more hours and days of treatment per week than IOP. Many clients start in PHP and step down to IOP as they stabilize.
Who is a good candidate for PHP or IOP?
Adults who are medically stable, have a safe place to live, and need more support than weekly therapy are often good candidates. An assessment confirms the right level of care.

No. FOY offers PHP and IOP outpatient care.
Does FOY accept out-of-network PPO insurance?
Yes. FOY works with out-of-network PPO plans from Anthem, Aetna, Multiplan, HMC HealthWorks, and Blue Cross Blue Shield, and we verify your benefits before you decide.
What insurance is FOY in-network with?

Can I keep working during treatment?
