A Licensed PHP and IOP Program in Agoura Hills, California for Mental Health, Addiction, and Dual Diagnosis
FOY Wellness and Recovery is a licensed outpatient treatment program in Agoura Hills, California for adults facing mental health conditions, substance use, and co-occurring disorders. We offer a partial hospitalization program (PHP) and an intensive outpatient program (IOP) that combine evidence-based therapy with holistic practices, so you can get serious clinical care and keep living at home.
Our name reflects our approach: Focus on You. Focus on Recovery. We believe recovery is about progression, not perfection. Every client receives an individualized plan, a clinical team that knows their name, and an admissions team that handles the insurance details from the first call.

Why FOY Exists
What we can say plainly: FOY was built to offer a different kind of outpatient care. Many people who come to us have tried weekly therapy, a brief program, or treatment that addressed only their substance use or only their mental health. We exist to treat the whole person and the whole picture together.
Licensed, Accredited, and Clinically Led
Choosing a treatment program is a health decision, so you should be able to verify who we are. FOY holds the following:
- Joint Commission HCO ID: 654032
- DHCS Certification # 191067AP
- California Health and Human Services open data portal: Listed as a substance use disorder recovery treatment facility.
- Clinical leadership: Clinical Director Dr. Shannon Dobbs, a licensed clinical psychologist with more than 15 years of experience treating anxiety, depression, mood disorders, trauma, and substance use.
Treatment is delivered by a multidisciplinary team of primary therapists, credentialed holistic practitioners, case managers, behavioral health technicians, and admissions staff. Meet our team
Insurance Is Part of Who We Are
Cost is often the first barrier to getting help, so our admissions team is part of the care team.
In-network: Blue Shield, Cigna, and TRICARE through TriWest. TRICARE typically requires prior authorization for PHP and IOP, and we help with that process.
Out-of-network PPO: Anthem, Aetna, Multiplan, HMC HealthWorks, and Blue Cross Blue Shield. Many PPO plans reimburse a meaningful share of PHP and IOP costs after your out-of-network deductible is met. We verify your benefits at no cost and explain your deductible, coinsurance, and out-of-pocket maximum in plain language before you decide.
